Minutes of the Meeting held at Shuttleworth Hall Egloshayle on Tuesday 21st August 2018 at 7.30 p.m.
Present
Cllrs Davey (Chairman), Baker, Collis, Eddy, Howard, Nicholas, Oram & C.C. Rushworth & one member of the public.

496. Public Session
Cllr Rushworth reported that forthcoming consultation documents would review Parish/Town boundaries with a view to possible merging authorities or not. This would be overseen by a C.C. Panel who would invite representations.
The applicant in respect of PREApp PA18/01508 spoke with regard to the Officers response and a Planning Application would follow shortly to be considered by Councillors in the normal way.
The Chairman read a letter from Cllr Knightley advising that meetings had taken place with the Managers of the two local Doctors Practices to discuss possible relocation to the Wadebridge Bus Station area but consideration would need to be given to current Bus Routes and other factors. There was potential for using S106 monies linked to local building developments.

497. Minutes of the Previous Meeting
Resolved that Minutes of the Meeting on Tuesday 17th July 2018 be approved as a correct record.

498. Declaration of Interests/Dispensation Requests. – none

499. Matters Arising
(a) NHP – Cllr Davey reported that redacted data was now with the Consultant for analysis and a copy to the Steering Group for information and review after Professional feedback. There were 254 responses and fees were under budget. (Cllr Rushworth left the room for this item)
(b) Footpaths : – Sladesbridge- The Clerk had met with Oliver Jones from Cormac and it was hoped that surfacing of the short length of footpath near Trelawney entrance could be included in the 2019/20 budget.
The Clerk was asked to review the highway sign which currently encroached onto the footway.
Bramble Lane – this had now been cut and discussion with Oliver Jones should mean that in future this would be included with the annual Grass Verge cutting agreement.

500. Planning Notices
PA18/01508 – PREAPP – Coldrock Treworder Lane - for information – C.C. decision issued.
PA18/01674 – PREAPP - Land north of C.C. Offices Higher Trenant – residential development – for information. The Chairman noted the high density proposed with only 17 affordable out of 95 units despite indications in the agreed OPP.

501. Payment of Accounts
(a) See Clean - Bus Shelter Maintenance £43.80
(b) Glendale - Grasscutting £205.80
Proposed by Cllr Nicholas & seconded by Cllr Collis. Agreed.

502. Correspondence Received
(a) NHP - E Bulletin - circulated
(b) Planning Newsletter – circulated.
(c) Localism Newsletter – circulated.
(d) Trewornan Bridge – Advertising signage – sites being sold by Landowner , limited action possible but Cllr Nicholas to make contact with C.C. for definitive answer and feedback response. This was a growing problem in the area with signs regularly occurring at Clapper Junction also.
(e) Community Infrastructure Levy – deferred to September Meeting.
(f) Code of Conduct Training & Regular Review of Standing Orders/C of C. – circulated and Cllrs Davey & Warne had attended the recent training session.
(g) Planning Conference – Advance dates circulated.
(h) Commercial Waste - review note circulated.
(i) C.C. Public Transport - invitation from speaker to be accepted.
