Minutes of the Meeting held Virtually on Tuesday 19th January 2021 at 7.00 p.m.
Present
Cllrs Davey (Chairman), Collis, Eddy, Howard, Nicholas, Oram, Varcoe, Warne & C.Clrs. Knightley, Moorcroft & Mould & one other.
Apologies – Cllr Baker.

001. Declaration of Interests/Dispensation Requests. – none.
002. Public Session - Cllr Mould introduced herself as the prospective Conservative candidate for the future Wadebridge East/St. Minver election on 6th May. Questions were asked concerning the proposed Bodieve relief road and some clarification of details of the application.
Cllr. Knightley reported on various C.C. updates and initiatives within Wadebridge, including mobile speed camera at Bodieve, co-operation between The Good Shed and the Betjeman Centre & flooding on the Bodieve road. Unfortunately despite his efforts no progress was forthcoming from Highways re Croan Bends and application for a Road Traffic Order seemed the only future option.
Cllr Moorcroft gave an update on local traffic orders and also ongoing community support given by the Betjeman Centre, where both he and Cllr Knightley continued to be actively involved.
003. Minutes of the Previous Meeting
Resolved that Minutes of the Meeting on Tuesday 15th December 2020 be approved as a correct record. Proposed Cllr Collis & seconded Cllr Varcoe.

004. Matters Arising
(a) NHP – The Chairman reported that regrettable no response had been received from Wadebridge Town Council to the request for the Consultants report, despite this having been ongoing since June 2020. It had been reported that the WTC Meeting last week effectively ignored the request and effectively indicated the NHP was being held up by EPC. For the benefit of Cllr Mould the Chairman gave a summary of the NHP history to date, highlighting that EPC continued the aim of trying to move forward with regular offers to bring the three Councils to the table. Discussions with St. Breock had made some progress despite their separate issues with WTC concerning the Community Governance Review. The Chairman planned to make further contact with Sarah Furley & Louise Wood at C.C., to whom he had previously copied correspondence.

005. Planning Notices

PA20/10911 - Higher Trenant Road/Green Hill – appearance, landscaping, layout etc –

Strongly object - we remind you of the Parish Council comments in 2017 and it is now evident that there is inadequate parking provision, lack of greenspace in what is an overpopulated development.

PA20/10912 – Higher Trenant Road/Green Hill – Open Space & Highway works –

Strongly object - we must emphasise the Parish Council comments made in 2017 when major highway safety and access concerns were highlighted. Traffic management is inadequate and the integrity of Egloshayle Village and Green Hill has not been addressed, the road is narrow with 6`6" width restriction, together with only roadside parking available for many local residents. A potential "rat run" is not an option.

PA20/10914 - -do- - Footpath & Drainage connection -

Strongly object - it is clear from evidence available to you that there is no route currently available. The footpaths go nowhere and no way for your drainage to exit the site, surrounded by private property, not forming part of the application. Showing this is an ill thought application.

006. Payment of Accounts
Ratification of payments made under delegated lockdown powers and authorised by two Councillors :

(d) Wadebridge & Padstow CN Meeting 21/01/21 – circulated.

008. Annual Review Parish Clerk – Standing Order 17(k) suspended for this item. (Cornwall Cllrs left the Meeting.)

009. Urgent Matters
The Chairman had advised that, concerning St. Breock Wind Farm Emergency Funding Grants, a request had been received from St. Breock School for £750 towards provision of lap tops for home schooling. As Parish representatives he and Cllr Nicholas were in favour and this was ratified by all Councillors.

010. Date of the next Meeting
Agreed next meeting on TUESDAY 16th February 2021 at 7.00 p.m.

There being no further business the Chairman closed the meeting at 20.30 p.m.
