Minutes of the Meeting held at the Shuttleworth Hall Egloshayle on Tuesday 19th October 2021 at 7.00 p.m.
Present
Cllrs Davey (Chairman), Eddy, Howard, Knightley, Oram, Varcoe & Warne & CClrs. Mould & Moorcroft.
Apologies – Cllrs Baker, Collis & Nicholas.
97. Declaration of Interests/Dispensation Requests. – None

98. Public Session Both Cllrs Moorcroft and Mould referred to the threat to the future of Wadebridge Leisure Centre, with Cllr Moorcroft noting the protest group at County Hall today and Cllr Mould stating that conversations were needed with GLL. Cllrs mentioned how facilities had been run down over a number of years, with a lack of advertising of events, with no innovative/proactive forward planning. St Breock Parish Council has forwarded a letter to local Councils seeking combined support for keeping the Leisure Centre open and the Clerk will respond confirming our Parish support.

99. Minutes of the Previous Meeting
Resolved that Minutes of the Meeting on Tuesday 21st September 2021 be approved as a correct record.
Proposed Cllr Varcoe & seconded Cllr Oram.

100. Matters Arising
(a) King Georges Field – limited work to be explored by Cllrs.
(b) NHP - Contrary to evidence in the Town Council Minutes of 15th September no correspondence has been received and we remain unable to proceed further. It was therefore proposed by Cllr Knightley that we withdraw from the NHP. In addition Cllr Varcoe had prepared a possible resolution for discussion given the need to have a comprehensive plan for the area embracing housing, infrastructure and environmental issues. Subsequent to this a lengthy discussion ensued and Cllr Mould highlighted the need to have a clear path at withdrawing from the existing NHP, if that was decided. She made it clear that she thought the NHP had “come to the end of the road “ and acknowledged that the two parish councils had tried to discuss the issues with Wadebridge Town Council (WTC) but had no response at all. Councillor Mould also stated that she had attempted to discuss the issues with WTC but had got nowhere.
Cllr Mould embraced the resolution that EPC investigate the route to creating a NHP for the Parish of Egloshayle as the idea of a joint NHP with WTC & St.BPC was clearly not going to happen and was no longer an option.
WTC going into a partnership with a developer wishing to develop (in EP) and on land which was rejected by the NHP submitted for Regulation 14 was the final and clear message that there would no longer be any collaboration from WTC. At this stage other options needed to be explored and the Chairman proposed that the Parish explored options to develop our own NHP in view of the lack of communication from the Town Council over a long period of time. Guidance would be sought from both Cornwall Council Neighbourhood Team and CALC. Costs would also need to be examined. It was noted that nearby St. Mabyn Parish were preparing their own NHP. Councillors all agreed to support this approach, with previous proposals being withdrawn.

(c)Red,White & Blue Planting Area – Cllr Moorcroft to provide update in due course.
(d)Leisure Centre – support to ensure the future of the Centre agreed.
(e)Ball Roundabout Artistic Feature- unlikely to proceed further as funding no longer available.
(f))St. Conans Church Graveyard– the Chairman had spoken to the PCC and they have agreed 4 cuts per year. Contact also made with the two local Estates for possible financial support.

101. Planning Notices
Trevarner Development update & TRO proposals.- indications were that the development was on hold pending further discussions concerning drainage, access and footpath issues and in the meantime the developer had requested which of three TRO’s to advance. Initially Councillors considered Option 1 (one way northbound) being the only viable option but after detailed discussion it was proposed by Cllr Eddy and seconded by Cllr Knightley that access to the village be blocked in the area of where Tower Hill meets Higher Lane and Green Hill. This would then preserve the integrity of the historic village, removing any risk of a rat run (either north or south) and recognising the restricted road widths and limited pedestrian safety features within the village. Councillors fully supported this option.

103. Correspondence Received
(a)Egloshayle Cemetery – Site Meeting 25 October 2.30 p.m. Cllrs Davey & Eddy attending.
(b)Parish Landmark Tree – an English Oak has been allocated to the Parish and the Clerk & Cllr Eddy will liaise for delivery and contact with the Pencarrow Estate. A Publicity event can then perhaps be arranged in Spring 2022.
(c) Camel Trail Partnership Report 30/9/21 circulated and the ongoing maintenance and financial support from Cornwall Council was noted.
(d) Remembrance Parade – the Chairman to attend and annual wreath expenditure was agreed.
