Minutes of the Meeting held at Egloshayle Church on Tuesday 14th December 2021 at 7.00 p.m.

Update from Cllr. Moorcroft re local matters including details from Cllr. Mould.

117. Minutes of the Previous Meeting
Resolved that Minutes of the Meeting on Tuesday 16th November be approved as a correct record. Proposed Cllr Varcoe & seconded Cllr Knightley.

118. Matters Arising
(a) Parish Tree – this has been delivered to Pencarrow for planting, with a plaque and formal ceremony to be arranged in the Spring.
(b) NHP – Attendance at the recent St. Breock Parish Council meeting indicated that they were to consider formally withdrawing from the NHP at their January meeting, subject to a vote and with little prospect of the current plan moving forward without support from Wadebridge Town Council. They have taken advice from Robert Lacey and are aware that a Letter of Intent will require all three Councils to agree. Subject to a positive vote they would then proceed with their own Parish Plan.
EPC Councillors discussed this at length being very much aware of the NHP timescale that had elapsed and also having remained in consultation with Robert Lacey. At our January Meeting it was anticipated that a vote would be taken with the intention to agree in principal for the withdrawal from the current NHP, with the prospect of preparing our own Parish Plan.
(c) Annual Precept – Further discussion took place, noting current reserves and restricted funds but also being aware of potential expenditure relating to NHP/Parish Plan fees etc. It was proposed by Cllr Collis and seconded by Cllr Varcoe that the Precept be increased by a small amount to £7000. Agreed by a majority.

119. Planning Notices
PA21/07113 – Tredannick Farm – replacement dwelling – approved by C.C.
PA21/11555 – Land NW Tregarthen Bodieve – residential dwelling following OPP – noted.
PA21/11540 - -do- - Proposed new dwelling – noted.
PA21/12049 – Higher Lemail, Sandylands – Prior approval for change of use from agricultural to single dwelling.

PA20//09912 Land at Bodieve – notification of Appeal
Previous response to this application was as follows:
“The consideration of this application has been considerable , we are mindful of the emerging Neighbourhood Plan and as such have considered this application in accordance with the ratified NHP as it stands at the moment policy SD04 refers, showing this area as the direction of growth of Wadebridge and not a possible amended version which does not exist at this time ,
We are supporting this application as it gives benefits to the area with regard to a link road to alleviate congestion at Penny Bryn / St Mathews Hill, Gonvena Hill, provision for affordable homes and it improves access to Bodieve Hamlet.
That said we wish to note that our support is conditional on suitable surveys on wildlife and fauna being completed and adhered to and also traffic management for the part of the development opposite the School is managed, possibly a no left turn out of the estate. We are also mindful that this is an outline application but wish that our concerns are highlighted at this early stage."

It was agreed that further submission was necessary to go forward to the Inspector and after considerable debate it was agreed that further to the original comments made , the following would be added :

“The Parish Council comments remain the same as originally submitted and have more relevance as the Neighbourhood Plan progress has not moved forward as anticipated and this site now remains solely within the Egloshayle Parish boundary.”

Renewal Street Trading Licence – A39 – Nice Baps - Councillors noted that Cornwall Council will take into consideration compliance with the latest street trading conditions and policy when renewing this application.
They also noted the forwarded photograph of the site is dated 2016 and would suggest this is now updated to reflect the current site for record purposes.
They had no other observations to make.

Proposed by Cllr Baker & seconded by Cllr Howard. Agreed.
The Clerk confirmed claims for Footpath & Grass reimbursement had been sent to C.C.
